国际安全社区建设工作指引(修订)

第一章 总则

      第一条 国际安全社区是世界卫生组织倡议并推动的以社区为基础开展的预防事故伤害项目,按照国际安全社区认证中心制定的《国际安全社区申报指南》,为了促进广东省辖区的国际安全社区建设,规范国际安全社区建设及管理,特制定本指引。

第二条 广东省辖区内的城市区域、街道或企业主导型社区、开发区、工业园区和县、乡镇等均可按照国际安全社区建设准则开展建设工作,并依据自愿原则申请国际安全社区认证中心组织的现场认证。

第三条 为规范国际安全社区建设和申报工作,广东省安全社区促进中心(以下简称“促进中心”,广东省安全生产协会与促进中心合署办公)负责广东省辖区的国际安全社区建设指导工作和现场认证辅助工作。

第四条 广东省辖区的国际安全社区现场认证申请工作须具备以下条件:

      (一)启动并持续开展安全社区建设工作两年以上;

(二)建设期间,未发生较大以上安全生产事故或造成不良社会影响的安全事件。

注:2017年6月1日后开展国际安全社区建设的单位应在启动时向促进中心备案,取得“广东省级安全社区”命名后方可申请现场认证。

      第二章 国际安全社区建设

第五条 有意向的单位应按照国际安全社区建设准则开展工作,结合辖区特点,策划实施若干安全促进项目,建立“策划-实施-检查-改进”的社区安全和事故伤害预防工作机制。

第六条 开展社区安全诊断。社区应定期组织专业技术力量开展社区安全诊断,排查出辖区安全工作薄弱环节,全面加强安全基础建设,消除安全工作盲区,建立责任清晰、运转有效的安全管理体制机制。

第七条 社区应在掌握辖区各领域存在的重点难点安全问题的基础上,在安全生产、消防安全、交通安全、家居安全、老年人安全、校园安全等领域策划并实施若干安全促进项目或伤害预防项目,安全促进项目应针对性强、结构完整、效果明显。

第八条 社区在策划实施以社区安全诊断为依据的安全促进项目和伤害预防项目以外,在社区各类人群进行以普及安全社区理念为主题的安全培训教育,安全培训教育应针对各类人群的安全需求,有相应的培训记录并保留痕迹。

           第三章 安全社区咨询指导人员和机构的管理

第九条 国际安全社区建设工作以社区为主体,建议社区根据本指引自行开展国际安全社区建设工作。社区可根据本章第十条的要求聘请安全社区咨询指导人员和机构提供国际安全社区咨询指导服务。

第十条 社区可以聘请具备安全社区咨询指导能力的人员或机构指导其开展国际安全社区建设,广东省安全社区咨询指导人员能力评价及管理参照《广东省安全社区咨询指导人员管理办法(试行)》

第十一条 社区若聘请安全社区咨询指导人员和机构提供国际安全社区咨询指导服务的,应及时向促进中心进行备案,备案的要求和程序按照《广东省安全社区咨询指导人员管理办法(试行)》执行。

 第四章 国际安全社区现场认证申请

第十二条 有意向申请国际安全社区现场认证的单位,应向促进中心提交国际安全社区申请函(现场认证前9个月提交,格式见附件1)和国际安全社区现场认证申请工作报告(现场认证前6个月提交,格式见附件2)。

第十三条 促进中心对国际安全社区现场认证申请工作报告初审合格后,组织专家进行现场预审,现场预审通过后向国际安全社区支持中心(中国职业安全健康协会)和国际安全社区认证中心提交,进行报告评审。

第十四条 国际安全社区现场认证申请工作报告通过国际安全社区认证中心评审后,促进中心将与国际安全社区认证中心协商现场认证时间。

第十五条 确定现场认证时间后,社区应做好现场认证准备,包括现场认证的日程和项目点安排等。

         第五章 国际安全社区现场认证

第十六条  国际安全社区现场认证由国际安全社区专家组织认证,时间一般为两天。

第十七条 现场认证程序包括首次会议、现场考察、末次会议三个环节。

第十八条 首次会议内容主要包括:领导致辞、国际安全社区建设过程及重点项目介绍;认证专家介绍现场认证流程、内容并就申请工作报告的相关问题进行交流。

第十九条 现场考察主要是认证专家通过现场查看、人员访谈、应急演练观察等形式了解重点安全促进项目的需求、策划和实施过程。

第二十条 末次会议主要内容是认证专家根据现场考察情况向社区反馈社区国际安全社区建设的亮点和不足,并宣布社区是否通过国际安全社区现场认证结论。

 第六章 证后管理

第二十一条“国际安全社区”称号保持时间为五年。届满六个月前应该重新提出申请进行再认证,以确定是否继续保持称号。国际安全社区再认证要求十年至少进行一次现场认证。

       第二十二条 对保持“国际安全社区”称号期间发生重大事故或者影响特别恶劣的事件的单位(或较为频繁发生一般事故及较大事故的单位),或不再继续开展国际安全社区建设工作的单位,促进中心将向国际安全社区支持中心进行通报,要求国际安全社区认证中心组织抽查以确定是否保持称号。

      第二十三条  本指引由促进中心负责解释。

      

      附件一:

国际安全社区准则

下列7项准则已于2012年1月1日实施,它取代了2002年5月实施的6项准则以及于1989年制定的12项指标。

1.有一个负责安全促进的跨部门合作的组织机构;

2.有长期、持续、能覆盖不同性别、年龄的人员和各种环境及状况的伤害预防计划;

3.有针对高风险人员、高风险环境, 以及提高脆弱群体安全水平的预防项目;

4.有“以证据为基础的”安全促进项目;

5.有记录伤害发生频率及其原因的制度;

6.有安全促进项目、工作过程、变化效果的评价方法;

7.积极参与本地区及国际安全社区网络的有关活动。

 

      与安全社区建设有关的国际活动:

1、每年一届的国际安全社区大会

2、两年一届的亚洲安全社区会议

3、两年一届的世界伤害预防与安全促进会议(原世界事故与伤害预防会议)
